The Board of Trustees desires to have invoices paid on time in order that the district may take advantage of available discounts and avoid finance charges. The district shall not be responsible for unauthorized purchases. The Superintendent or designee may pay invoices in excess of the previously approved amount with further Board approval when the excess amount represents sales tax, transportation charges, or charges made for the detention of a shipment during loading or unloading. |

Pursuant to Education Code EC 17545, Article 14 Sale of Personal Property, the governing board of any school district may sell for cash any personal property belonging to the district if the property is not required for school purposes, or if it should be disposed of for the purpose of replacement, or if it is unsatisfactory or not suitable for school use. Public notice shall be posted in at least three public places in the district for not less than two weeks, or by publication for at least once a week for two weeks in a newspaper in the district and having general circulation. Please see attached list(s). |
If the Board, by a unanimous vote to those members present, finds that the property is of insufficient value to defray the costs of arranging a sale, the property may be donated to a charitable organization deemed appropriate by the Board, or it may be disposed of on order of any employee of the district empowered for that purpose by the board. The purpose of the College and Career Readiness Initiative is to promote a college and career ready culture in the Imperial County using a collaborative and comprehensive regional approach. To this end, each agency named in this MOU agrees to provide support and partial funding for the College and Career Readiness Initiative for the three-year term of this MOU. |
The Central Union High School District intends to commit $19,145.20 (based on district enrollment for grades 9-12) for 2020/21 and will notify ICOE immediately on or before April 1 (under normal circumstances) of the previous fiscal year, if this intention becomes impossible for reasons of economic hardship. |

Education Code §35186(d) requires school districts to report quarterly to the County Superintendent of Schools and to the Board of Trustees of the school district the Uniform Complaints under the Valenzuela/CAHSEE Lawsuit Settlement that includes textbooks and instructional materials, teacher or misassignments, facilities conditions and CAHSEE intensive instruction and services. |

Pursuant to Education Code Section 51224, “The governing board of any school district maintaining a high school shall prescribe courses of study designed to provide the skills and knowledge required for adult life for pupils attending the schools within its school district. The governing board shall prescribe separate courses of study, including, but not limited to, a course of study designed to prepare prospective pupils for admission to state colleges and universities and a course of study for career technical training”. (Amended by Stats 2000, Ch. 1058, Sec. 39)
And in accordance with EC 51054, “Except as provided in Section 51053, the course of study for grades 7 through 12 shall be prepared under the direction of the governing board having control thereof and shall be subject to approval as may be required by the state board.”

In an ongoing effort to standardize the course offerings among the district’s schools, the list identifies each of the courses by course number authorized to be offered in 2020-21. The agreement is required in order to permit the district’s associated Red Cross certified instructors in good standing to license Red Cross training materials for use in the instruction of Red Cross training courses as specified in Appendix B. |

The Consolidated Application is used by the California Department of Education (CDE) to distribute categorical funds from various state and federal programs to county offices, school districts, and direct-funded charter schools throughout California. Annually, in summer, each local educational agency submits Part I of the application to document participation in these programs and provide assurances that the district will comply with the legal requirements of each program. Program entitlements are determined by formulas contained in the laws that created the programs. The application contains fiscal and program participation information for a number of categorical programs including Title I, Title II, and Title III. The application is submitted electronically and is due to the CDE on or before August 30, 2020. |
Application approval is a requirement for receipt of approximately $1,466,000 of federal categorical funding. |

Under the provisions of the CBEST Single Subject Waiver, the employing agency must submit with each applicaton for the waiver, a Verification of Requirements document which includes verification that the employing agency gave a public notice on the intent to employ the applicant in the identified position including the applicant’s name, assignment, including subject(s) and grade level(s), and a statement that the applicant will be employed on the basis of a CBEST Single Subject Waiver.
The employing agency must affirm that they have conducted a diligent search for a suitable credentialed teacher or qualified internship teacher through required recruitment methods and optional recruitment methods as identified on the verification document. The employing agency must also provide orientation, guidance and assistance during the valid period of the permit, e.g. in developing a personalized plan through an agency-defined assessment that would lead to meeting the CBEST requirement related to the waiver; to seek and enroll in training, such as workshops or seminars and site-based courses along with training in test-taking strategies and will assist the waiver holder in meeting the CBEST requirement related to the permit. The candidate shall be apprised of the steps required to earn a credential and enroll in an intership program.

The CUHSD strives to employ and assign certificated staff according to the standards established by the state through legislation (Education Code) and regulations (California Code of Regulations, Title 5). The Education Code and the California Code of Regulations give school districts assignment options in case districts cannot find someone who holds a credential in a specific area or if a credential holder has completed a certain number of units in the subject to be taught. Several Education Code sections refer to assignment options for the secondary school level. |

California law requires that schools employ only individuals with either the appropriate credential or with an ‘alternative assignment option’ established by statute or regulation that allows them to teach in California schools. In order to assist school administrators to adopt progressive curricular structures and respond to inherent difficulties in assigning teachers to meet school site requirements, California's Education Code provides a number of these alternative assignment options which allow employers to legally employ individuals outside of their subject area of the credential as long as the employer follows the guidelines established by regulations when implementing these assignment options. One such option was established in 1991 (authored by Senator William Craven) which created EC §44258.3 to allow districts to assign teachers outside of their area of credential authorization in a departmentalized setting.
Provisions of Education Code §44258.3 allows for any fully-credentialed teacher (holding a credential based on bachelor’s degree and student teaching), regardless of subjects or grades authorized, to be legally assigned under this option in departmentalized classrooms in grades 12 and below once adequate knowledge of the subject has been verified.
The teacher’s competence must be verified according to policies and procedures established by the governing board consistent with the language of the statute.

The Board of Trustees approved a construction bid from George Mitchell Builders, Inc. on May 12, 2020, for the Central UHS CTE Construction Program Facility Modernization Project.
The following is a description of what is included in the modernization of the CTE Construction Program facility. Base bid includes the following:
*Remove misc. finishes, Demo of (2) interior storage rooms, Demo of existing
roof equipment
* Provide new framing at mechanical openings, Provide 100 sqft of new cover
board and TPO membrane (roofing), Provide new electrical disconnect for new
dust collector pump system, Provide new lighting
* Relocation of (2) electrical floor outlets
* Paint walls and ceiling as per drawings
The Alternate Add item includes:
* Provide new stainless-steel wash sink
* Connect new sink to existing hot and cold water and waste
* Patch wall as required for changes hot and cold water and waste
The original scope of the project only included painting approximately half of the interior of the facility and did not include LED lighting. It is being requested that these two additions be approved. The change order description and costs are listed.

The cost of the project will be supported by Career Technical Education Incentive Grant funds received in the 2018-19 and 2019-20 fiscal year. Pursuant to Ed Code 42127(I)(4), "Not later than 45 days after the Governor signs the annual Budget Act, the school district shall make available for public review any revisions in revenues and expenditures that it has made to the budget to reflect the funding made available by that Budget Act."
The State's Budget Act was officially signed by the Governor on June 29, 2020. The major changes to the District's July 1 Adopted Budget that requires revenue and expenditure revisions based on the final 2020-21 State Adopted Budget are included in the attached worksheet.
